The National Assembly on Saturday approved and confirmed the nomination of Mr. Kalipha MM Mbye as the new Clerk of the National Assembly, with his appointment set to take effect on December 20th, 2024.
Mr. Mbye currently serves as Deputy Clerk for Legal and Procedural Matters, a role he has held for over two years. He has also previously served as Director of the Table Office for many years.
Presenting the motion to the Assembly, Majority Leader and National Assembly Member for Kantora Constituency, Hon. Billay G. Tunkara, who is also a member of the National Assembly Authority, highlighted that the need for a new Clerk arose due to the statutory retirement of the current Clerk, Mr. Momodou A. Sise, on December 19th, 2024.
He explained that the National Assembly Authority convened to deliberate on selecting a successor from within the Assembly service, carefully reviewing the profiles of the three Deputy Clerks.
“Of these three Mr Kalipha MM Mbye the current deputy clerk for level and procedural matters emerged as the most suitable candidate and therefore, was nominated for appointment as the next clerk of the National Assembly based on merit which is a fundamental requirement for promotion and progression within the service,” he told the members.
He further noted that the position of Clerk, as outlined in the National Assembly Service Regulations (NASR) 2023, requires a minimum of seven years’ experience in senior management and a postgraduate degree. Mr. Mbye has exceeded these requirements, having been in senior management since 2013 and holding a postgraduate degree in law.
Hon. Tunkara praised Mr. Mbye’s dedication, work ethic, and performance, which have distinguished him as the best candidate for the role of Clerk.
” His consistent ability to manage complex level and procedural matters with precision, professionalism, and punctuality underscores his readiness for this position. Over the years his leadership attention to detail and commitment to excellence have earned him widespread respect within the assembly. These qualities are essential for a role that demands not just experience but also the capacity to lead with integrity and efficiency,” he informed the Lawmakers.
The Member for Old Yundum Constituency, Hon. Abdoulie Ceesay, seconded the motion, highlighting that Mr. Khalifa Mbye had already proven his competence in fulfilling the duties of clerk before his official appointment.
Hon. Ceesay expressed full confidence in Mr. Mbye’s qualifications for the role and urged his fellow members to support the motion for his appointment.
Meanwhile, Hon. Almami Gibba, the National Assembly Member for Foni Kansala Constituency, invoked sections 53(K) and 53(C) of the National Assembly’s Standing Orders to propose that the motion be considered without debate, a suggestion that was approved by the house.
Consequently, the National Assembly unanimously agreed to approve the appointment of Mr. Khalifa MM Mbye as Clerk of the National Assembly, effective December 20, 2024.
