Forestry Staff Challenge Appointment of Military Officer as Director

In a petition dated March 7, 2025, a significant number of forestry staff in The Gambia have raised concerns regarding the appointment of Colonel Salifu Corr, a former military commander, as the Director of the Department of Forestry.
The petition underscores that Colonel Corr lacks the specialized expertise in forestry and natural resource conservation, which the staff argues is critical for effective leadership in this key sector.“This proposed appointment has raised significant apprehension due to the appointee’s apparent lack of background and expertise in forestry and natural resource conservation, which are critical for the effective leadership of this vital department,” The Statement said.
The forestry department holds a crucial position within the country’s governance structure, playing an integral role in national development and environmental sustainability, according to the petition. The staff also referenced the Forest Act of 2018, which clearly defines the department’s mandate.
“The Forest Act 2018 clearly articulates the Department’s mandate, which includes: Sustainable Management of Forest Resources: Ensuring the long-term health and productivity of The Gambia’s forests for the benefit of present and future generations,” the petition said.
Additionally, the petition highlights the department’s responsibility for safeguarding the nation’s rich biodiversity, including plant and animal species, as well as other ecological functions.
The staff emphasized that the role of Director of Forestry is pivotal within The Gambia’s environmental management framework. The Forest Act of 2018 establishes the Department of Forestry and outlines its key functions, including advising the government, managing state forests, promoting sustainable practices, and engaging with local communities.“The job description for the Director of Forestry reflects the need for a leader with specific expertise and experience in forestry and natural resource management. Concerns may arise if an individual without the requisite background in forestry or natural conservation is appointed to this position. Such an appointment could potentially contravene the outlined job description and the intended objectives of the Forest Act 2018,” The petition reads.
The petition also asserts that appointing a military officer without the necessary technical expertise may undermine several key responsibilities of the Director of Forestry.
“These responsibilities include: Advising the Minister and Senior Management on forestry policies and issues: This requires a deep understanding of forestry principles, ecological systems, and sustainable management practices.
“Ensuring the judicious management of The Gambia’s forest cover and resources: This involves overseeing participatory forest management, resolving conflicts, and supervising projects and programs, all of which necessitate a strong background in forestry and community engagement,”
Furthermore, the petition referenced the Gambia Scheme of Service, which stipulates that the individual appointed to the position of Director of Forestry must hold a Master’s degree in Forestry, Forestry Management, Forestry Science, or a related field, along with at least 10 years of relevant work experience.
“In accordance with the Job Description of the Gambia Scheme of Service, the person to be appointed as a director of forestry must obtain a Master’s degree in Forestry, Forestry Management, Forestry Science or related field and the person should have at least 10 years of relevant work experience,” the petition reads
In conclusion, the petition stresses the critical importance of appointing a qualified Director of Forestry to effectively manage the country’s forest resources and ensure sustainable environmental practices.
