Today, the Ministry of Higher Education, Research, Science and Technology (MoHERST) officially inaugurated a Committee on the Transformation of the Management Development Institute – The Gambia (MDI) into a Civil Service College.
The Committee on the Transformation of MDI into a Civil Service College is established to oversee and guide the strategic transformation process. The transformation aims to elevate MDI to a higher education institution that offers degree programs, continuous training, and research opportunities to improve the quality and professionalism of the Civil Service in The #Gambia.
In his opening remarks, the Honourable Minister of MoHERST, Professor Pierre Gomez, highlighted that the Ministry’s objective is to transform MDI into a Civil Service College so that it can respond to the needs and aspirations of the Civil Service of the country.
“We want to build the future; we want to give hope to the youth of this country and make MDI world-class standards that is worthy of emulation,” says Hon. Prof Gomez.
The inaugural meeting was Chaired by the Permanent Secretary of MoHERST, Dr Yusupha Touray, and attended by the ten (10) select committee members who come from diverse works and professional backgrounds.

As part of their Roles and Responsibilities, the Committee shall:
Conduct a review of international best practices, programs, and governance structures of successful civil service universities.
Engage in consultations and information gathering from various stakeholders, including civil service agencies, faculty members, students, alumni, and international partners. Analyse the strengths, weaknesses, opportunities, and challenges of MDI and propose strategies for improvement.
Develop a comprehensive strategic roadmap for the transformation of MDI into a Civil Service College, outlining specific actions, timelines, and responsibilities.
Provide recommendations for faculty development, curriculum design, student recruitment, quality assurance mechanisms, research promotion, and internationalization efforts.
Explore funding models and sustainable financing mechanisms to support the transformation process.
Ensure that the proposed transformation aligns with national development priorities, educational standards, and the needs of the civil service sector.
Present regular progress reports, findings, and recommendations to the relevant authorities.
Support the implementation of the approved transformation roadmap and monitor the progress of key initiatives.
